Dr. Foster graduated with a doctorate in psychology from the Professional School of Psychology, San Francisco, and has been in private practice since 1987. He has extensive experience providing forensic related services and consultations to industry, state and local government agencies, and the courts.
He is the evaluating psychologist for the Sacramento Police Department, the California State Personnel Board, and more than twenty other Police, Sheriff and Fire Departments in Northern California. He performs workers’ compensation evaluations for the State Compensation Insurance Fund, Greg B. Bragg and Associates, Claims Management, Inc., and other insurance companies. He provides Fitness For Duty evaluations, personnel consultations, and Critical Incident Stress Management services to the California Department of Corrections, California Youth Authority, other State, County, City and Public Safety agencies; Coca Cola, Raley’s, Campbell Soups, Provident Credit Union, California Teachers Association, and other Sacramento area businesses. He regularly performs evaluations for the Superior Court, Sacramento County, and is an evaluating psychologist for the State Board of Prison Terms.
He was a Senior Probation Officer with the Sacramento County Probation Department for eighteen years (1969 to 1987), an Assistant Professor of Criminal Justice and Psychology with Chapman University (1974 to 1994), a Professorial Lecturer in Criminal Justice with Golden Gate University (1974 to 1979) and also has taught at Sacramento City College and Yuba College.
Dr. Foster is a distinguished speaker, and regularly lectures with the Basic Workers’ Compensation Training Course. He has appeared on programs with KCRA (3), KVIE (6), KXTV (10), KOVR (13), and on KFBK and KFIA radio.
His undergraduate training was at Biola University and California State University, Sacramento, and he has a Master’s Degree from California State University, Sacramento.
